Bel joins the Varia because he failed to kill them. That doesn’t mean he stops trying though, as Squalo learns every time he leaves his room and has to pause in the frame of his door before reaching out to run his finger along the edge of a silver filament, strung across the hall at just about the level of his jugular.
Squalo isn’t bothered; Bel still defers to the boss and any trash who can’t see through Bel's half-assed attempts at murder doesn’t deserve to live anyway (further into the mansion, he hears the tell tale sounds of Lussuria screeching and the echo of sibilant laughter).
