Peter is the one they look to in battle, strong and golden-proud, the face of their hope and their kingdom; the High King embodies Narnia's growth.
Edmund is the Shadow-King, night-dweller, the silent one who deals in rumor and words and those dangers one cannot face on the battlefield; Narnia loves him, of course, because Aslan loves him and gave him his blessing, but they cannot love him with the same fervor they afford Peter.
"I wish they knew," Peter says quietly, when Edmund comes to him cloaked in black with a knife in one hand and battle secrets in another; but Edmund shakes his head and says, "I don't do it so they'll love me, I do it to keep them safe; and besides, I know you're proud of me, and that is all I've ever needed."
